Bottleneck issue and possibility of traffic flow management

Abstract
5 years ago Centrum dopravniho vyzkumu, v.v.i. (Transport Research Centre) was assigned by the Ministry of Transport of the Czech Republic for the coordinating of the problematic of "Effective traffic flow management of congestions on motorways and dual carriageways with the use of ITS". It was supported by a R&D project. In the first stage of the project, the research team has developed an intelligent transport system for effective traffic flow management in bottlenecks. The main attention has been paid to the issue of "zipping" and to the ways to manage traffic flow, so that the road capacity is used in its maximum; and undesirable behaviour of some drivers who unconsciously contribute to queues occurrence at narrow sites is prevented. Such a project in Czech Republic came to attention of Rhode Island Department of Transportation and University of Rhode Island by the trip of US group coordinated through Central European Technology Exchange program, which promotes technology exchange, research, and workshops on issues of mutual interest to the United States and its partners in the Czech Republic, Hungary, and Slovakia. Then project of Czech and US S&T Cooperation named "Bottleneck" has been established.
