Abstract
The United States has embarked upon a new era of commercial fisheries management and development with the enactment of the Fishery Conservation and Management Act of 1976 (FCMA). The primary objectives of the FCMA are "to take immediate action to conserve and manage the fishery resources found off the coasts of the U.S." and "to encourage the development of fisheries which are currently underutilized...by the U.S. fishing industry...." One of these underutilized stocks is the Georges Bank herring stock. This study hopes to show that the operation of a fish-processing vessel can be a feasible enterprise with good returns to the operator, the fishermen and the U.S. economy as a whole.
