Abstract
After the collapse of the USSR, a new information policy was adopted by the Ministry of Culture of the Russian Federation. Russia is now interested in becoming a part of international information networks and ultimately wants to be transformed into an information society. The project LIBNET was established for building on-line bibliographic databases for the collections of the leading libraries of Russia and to integrate them with the national, regional, and existing world-wide information networks. Connected through the Internet, these databases will facilitate free access to bibliographic resources available in Russia. Moreover, citizens of Russia will have access to world-wide information. This new information policy is aimed at solving a major Russian social problem, free access to information, until now neglected and apparently denied by the Soviet regime for more than seventy years. © 1999 Taylor & Francis Group, LLC.
