Abstract
The plan for the implementation of a data management and communication subsystem for the US integrated ocean observing system (IOOS), is discussed. The plan calls for community-based working groups to adopt and develop most of the specific standards and protocols that are needed. The information technology is required to meet the needs of the DMAC, and can be developed from existing capabilities through the software engineering tasks described in the DMAC plan. It is stated that the creation of a successful IOOS will require that the DMAC design minimize the barriers of participation.
