Abstract

We seek to determine whether perestroika has been accompanied by a shift in the allocation of investment among the 15 republics that comprise the Soviet Union and, if so, how that shift may be characterized. We begin by briefly reviewing the central authorities' policies on the allocation of investment among republics, and then turn to a statistical analysis of the outcomes. -Author
