Abstract

This paper will derive the United States' need for a merchant fleet from the facts available, and will express these needs in terms which can be used to form reasonable goals. The history of the U.S. Merchant Marine will then be examined to learn how it arrived at its present status. Successes and failures of industry practices and government support programs will be highlighted, and an examination will be made of the degree to which the needs of the United States can be met with today's U.S. merchant fleet.
